What ATLAS is

ATLAS is a vendor-neutral continuity layer for economically significant actions. Goal → Authority → Action → Evidence → Outcome.

It does not assume that an action log proves an outcome, that one system owns the truth, or that conflicting records can be silently reconciled. Instead, ATLAS keeps the chain between goal, authority, action, evidence and outcome explicit — including where evidence is incomplete or contradictory. ATLAS does not replace domain judgment. It makes the underlying record evidence-ready.

The objective is not to make logistics the boundary of ATLAS. It is to test whether the same continuity principles survive contact with real economic activity.
